Instant Item Movement upgrade

The Instant Item Movement upgrade is not instant. Moving an item displays it at 99% done. After six minutes a stool was still at 99%. Tried another one later, same thing. Another item this morning, same again. Didn't wait around to find out just how long 99% is! Please fix, or refund the gold.

I was advised to raise a support ticket.

If this isn't the place, it may explain why there has been no response! Where should it be done?
